For any type of packet traverse between countries , you required optical transport network, switches, routers, public IP, private IP.

Suppose A (IP 10.0.0.1)wants to send a packet to B (IP 30.0.0.2). A send the packet to switch (s1). switch will send the packet to Router (R1). Router send the data on Optical transport network (OTN is optical line connecting the different countries) and send the data to other router(R2). The router (R2) again send the data to switch(S2) and switch identify the machine and send it to B.
All step by step processing is as below.
3. a) DHCP:
Take an example of a small office. Office has more than 100 computers (and the count will increase in future). It is very difficult to configure all the computers manually, giving a non-conflicting IP in a subnet (maintenance will be more difficult). Now, if we configure DHCP client on each system (one time effort), and DHCP server on one computer (Administrator), then, when a client-system comes up, the DHCP server will assign a unique IP to that system. So every time a system is added in office, it will automatically configure itself with the help of DHCP server without any conflict of IP (Reliable IP configuration). The DHCP server has the pool of IPs, pool can be increase or decrease as per the usage. So DHCP reduce network management. No other devices can be connected after these pool of IPs exhausted(Security, no more hacking). The IP addresses are leased, it means the IP expire after lease time. The expired IPs returned to the pool and it can be assign to other system. So if a person leave the office permanently, his IP will assign to different new user. So it is reducing the network administration.
3 b)Static IP:
Static IPs do not change. We assigned it manually. We generally give it to uniquely identify a device in a network. Some real time examples are:
