a-Basically the concept of Fixed-priority preemptive scheduling is used insystem that provided as real-time systems. With fixed priority preemptive scheduling, the scheduler ensures that at any given time, the processor executes the task that are at highest priority from all number of tasks that are currently ready to executeSo in my opinion in order to set different levels this is an ideal approch.
b-Unix-multistyle feedback queue scheduling algorithm was basically focused on the points that how we can separate processes into different categories based on their need for the processor so i think we can also used this approach but we have to customized it as per our use
