1) How many total IP addresses will be needed for computers and mobile users .
Answer:It is around 400 (100 LAN & 100 wifi users in each wing).
2)How many total IP addresses are needed for Ethernet switches, wireless access points, and router interfaces for this new network?
Answer: To cater 100 LAN users we need at least three switches (two 48 port one 24 ports for each wing ). however in question it is already specified the number of switches =4 . we have two option to manage the switch . A) treat all switch as individual there 4 IP required for each wing so total 8 IP in both wing . B)These switch can be in virtual chasis one master and others are as member. only one IP to be used in each wing .so total 2 IP address for switches.
Two cater wifi user we have 4 access points there 4 IP would be requiring in each wing therefore total 8.
3)How many subnets will you use.
Answer: we can use two /24 network , one for each wing since the user +device IP not exceeding 254.

Answer: here we are considering the user network (VLAN) and device network (VLAN)to be same in each wing .
therefore

192.168.50.0=network address
192.168.50.255=broadcast address

For wing B
192.168.51.0=network address
192.168.51.255=broadcast address
192.168.51.1 to 192.168.51.254 for users and devices
