The statement says that it is difficult to obtain responses from clients to determine the level of satisfaction. And says that there is nothing that can be done to increase the response rate. I do not agree with the statement that there is nothing that can be done to improve the response rate. There can be many things an HR agency can do to improve the response rate from clients after they have performed the HR services. Some of them could be, sending the client with a well constructed online survey, and asking them to fill it. The survey should be constructed such that it does not take more that 2-3 minutes of client's time.

Some other ways could be, directly calling and asking for 2 minutes to fill out a pre constructed questionaire. Or, once the client requirements are fulfilled and you have renedered your services, before the meeting is over ask for client feedback before leaving and get your responses for assessing client satisfaction level.

Critically examine this statement: The biggest problem with surveying clients to determine their level of satisfaction with the delivery of HR services is the difficulty in obtaining responses.
