4.1  Net neutrality is the set of practices that all other Internet service providers has to make sure that all the relevant contents and applications are accessible irrespective of the type of source they are referring to without promoting or restricting the relevant products or websites.

4.2 Net neutrality is nor an engineering issue, computer science issue or not a business issue. It`s a social issue that needs to be addressed with all the internet service providers within the nation. It has to be made as a mandatory protocol to be followed by all the Internet Service Providers (ISP) within the nation unless at the national level particular websites/contents are instructed to be blocked.

4.3 Yes, net neutrality has to be made as a mandatory ACM code of ethics to be followed by all the ISP`s within the nation. The relevant content and websites has to be made available to users at any time during their service and protocol ensure that ISP`s will give complete support and service in order to make sure that the relevant information is completly available on the website. Thus net neutrality ACM code of ethics should be made as a mandatory rule to be followed by all the network service prodivers/internet service providers across the world.
