No. This approach will not gonna work.The Extension has nothing to do with anything really, it's just a hint to tell programs how to treat your file.They will just rename it to a different name.The operating system will be fooled though.

Yes, This approach will work.First we would have to load the file which is "image.gif" (in this case), then the photoshop or any other image processing utility would convert the to jpeg format. As the gif file may be of a couple of seconds, therefore the image file would contains a couple of images covering whole gif file, to prevent the lossy data of gif file while converting.
