The whistleblowers to a company or organization or government or any party are the people who reveal the secrets or objectionable items or news or events or anything that takes the company or organization or government or any party's image for a toss and lands the party in trouble because of the whistleblower. In one sense what we understand is that, the parties should not do anything illegal or unethical and sometimes even bad or unethical things are not handled well in a company and many people are responsible for this act as a company or organization or government or any party runs with people.
Whistleblowers may be offered compensation by the company or organization or government or party, though however it is not quite likely that the party's reputation which was damaged by the whistleblower will pay compensation to the whistleblower. For the whistleblower , it might be difficult to work where they're working and they have slim chances to get another opportunity in a job. They can be offered compensation by other parties such as government to investigate the matter.
It is true that whistleblowers can be compensated by the company or the government and this is ethically sound as the whistleblower in many as cases detects and reveals the darkest secrets about many organizations and other parties who conduct illegal and other kinds of works which are itself unethical and illegal.
A criminal fugitive is a criminal in the eyes of the court of law. But a whistle blower can be a good person who just for the sake of people or the government does good by revealing the secret activities of the party for which he is working or he is investigating, and puts his career and life in danger for such activity. Thus this cannot be compared to offering a reward for a criminal fugitive.
