It deals with electrical, mechanical, functional and procedural characteristics of physical links. Thus correctness provided by the physical link with the way of transmission.
Like: simplex, half duplex and full duplex.
It provides reliability as well As uses different encoding like: Manchester Encoding and Differential Manchester Encoding, thus provides the reliability. It provides robustness as physical links are encoded with many techniques.
Physical Layer Deals with the topologies, hence errors are copped and uses different wires to cope such errors.
It is efficient and compatible as well because the physical layers provide the functional and procedural characteristics of the physical Links.
DATA LINK LAYER:
Data link layer provides flow control, error control, framing, physical addressing and access control.
Thus all the qualities listed in the question is provided by the data link layer.
Let me give you a bit concept about framing: Framing: Takes data from above layer and put it in frames and send it.
