Look fisrt try to understand the query Suppose i am going to querying the entire database to find out 2-3 Column name and list out all tables having those column.

Then Query woulld be Like this:-

Select table_name, column_name from user_tab_columns where column_name Like '%wild%';

So wht this query will do , it will return all the records from entire DB having ColumnName like Specified.

So coming to Query Asked here , There is No where Clause present here only Query is  

Select table_name, column_name from user_tab_columns

This query will Return All Records with table_name and Column name. So this will return all the Three table present in DB Along with column name .
