Since Dr B is the one who use communication channel very less, so it would be a good idea to use Visual/Virtual Kanban system, as in case if no communication is there, then also stakeholders can be notified and they can start their work.
KANBAN Method :
Every stakeholder start his work and update the Kanban board or online SharePoint link, and change the status to Work in progress and then after completion change the status
Ex:
Let Bobby start his work and change the status in Online/virtual Kanban board, them Angela and Dr B will be notified and will start their work accordingly.
This way they can reduce wastage of time due to communication lag, as one of the important stakeholder is also not active to text message, so Kanban board will be best way to communicate.

Thus, in order to communicate to each member at their relevant time or through their relevant mode, the best way would be informal communication. An informal communication would include one to one phone calls or meeting nearby team mates for dinner or a drink. A voice mail is also a good option for those who are busy the whole day and at least listen to voice mails at the end of the day.
