You have also been instructed to keep your eye on the security budget as funding for the public library was recently cut back.

As the network security administrator, how would you approach this problem of securing a central computer network that is accessed by other branches and staff, sometimes in remote physical locations?

To keep costs low, you could implement an Access Control List(ACL) on the external router that denies IP addresses that are not in the range of the branch libraries. If that would not work because the library needs access to the internet as well, a low-cost firewall would also likely deter attacks. Also, implementation of a patching schedule would help prevent malicious attackers from exploiting vulnerable software.
