There are certain rules attached to compliance-based business ethics by law or by company policy. The employees have to follow these rules. The laws include things like exchange and security related regulations. Ferrell and Fraedrich stated that there are two different types of ethics programs, compliance and values-based. The value based program is also called integrity based. There are legal terms, rules of conduct and training used for compliance based system.
The focus of value based system is on self policing and motivation. There is no focus on coercion.
The values are viewed as something for aspiring.
The compliance and value based system are referred as carrot and stick.

It should also focus on promoting team culture for effective compliance. The training should include live training and development program that cover important aspects.
