You work for a growing healthcare organization where the IT department is a mess and really has no history of any senior IT leadership, much of which has been provided ad hoc by outsourced IT help. The CEO has just stopped by your office and expressed the mess that the IT department is in but offered no additional details. Further, she wants you to investigate and report on a process improvement methodology that the organization should adopt for IT. What methodology do you recommend and why? Develop proxy assumptions, as needed, to help demonstrate support for your decision.

Initially al the past records should be checked and should be sorted,because anaysing past will help us to understand the current situation.It will help us understand why there is a mess and what can be done about it .this woud not be possible without analyzing past records of the organisation

all the old and outdated things shoud be scrapped with the new one

A separate team must be done for setting things in order .The effective strategy must be formulated to correct the department and set up things in order once again.This team must be there till the company is there.By doing this furtur mess will not happen.Ultimately time and cost savings.

I would recomment lean thinking methodology .This will help us to scrap off the waste to clear the waste and each work activity or process is monitored at various stages of setting things in order.The processes are recreated around the steps that add value, trying to reduce or eliminate those that don’t.
