Is there more to HR than its predecessor, PA? Discuss the arguments for and against this notion.

In reality there is definitely more to HR than its predecessor, performance appraisal (PA). The HR team now just does not look at carrying out appraisals so that the company can decide upon hikes and benefits but they are tasked at doing much more like connecting with the employees and checking how engaged they are with their job. Check if they are satisfied with the role they are performing and how that role is important to the organization.

On the other hand, majority of companies treat HR just like PA. They have just given a fancy name of HR to the same process of PA so that the employees feel something new is happening. However, the company wants the HR to do only what the PA used to do before. Make appraisal metrics and prepare proof for the company as to why they cannot or give measly hikes.

Based on your experience, to what extent do you agree or disagree with Hammonds’ arguments and why?

To a certain extent I agree with Hammond. When he states that HR is not concerned with business output it actually is true. Either the HR themselves or the management makes them so concerned with people and people management that they forget the big picture. They get so involved with minute and minor details that they are unable to look at the big picture. Any department in any organization should work towards achieving company goals and earning profits. Anyone or any department not doing that is a waste. As he states the reason for this unnecessary department is the company needs someone to do the dirty work so that the management always stays spotless as the general feeling is man management is the HR’s prerogative and management is just a bystander.

After reading Hammond’s article, do you think your employer should increase, decrease or outsource HR roles and functions and why?

After reading the article one feels that the employer should have very less HR people and outsource the roles and responsibilities. The in house HR team just manages and co-ordinates with the outsourced team and let them do the job. The reason for that is it will save money and then the HR people can actually try to be more effective and work towards being proactive in strategic decisions as they do not have to work on minute details of man management.
