The size of the manual is 2360000 bytes = 2.36 Mb
The expected network usage for download is 60 users downloading the manual every hour.
This means that the network bandwidth must be greater than 60*2.36 = 141.6 Mb/hour
In the worst case scenario, we would be having all 60 downloads simultaneously by 60 users.
That means that the network bandwidth must atleast be 141.6 Mb/hr = 141.6/60 ~ 2 Mb/minute
The nearest to this figure is a 2 Mbps connection medium which would be sufficient enough to support 2Mb per minute of bandwidth for the users.
A 2mbps connection would give 2/8 = 256kbps of data transfer(upload/download) speed.
256*60 = 15360kb per minute which is 15.3 Mb per minute.
So it would take 141.6/15.3 = 9.25 minutes for all the 60 users to download in the worst case when all the users are downloading simultaneously.
