Buffer capacity of any solution is measure of resistance of that solution to pH change when strong acid or strong base is added to the solution. The solution which shows maximum resistance is the best buffer solution. Resistance is measured by the amount of strong acid or strong base it can accept without change in pH. The more the strong acid or base, it can accept without any pH change, the more resistance the solution will be. By applying this knowledge, in the given question, the solution X accept 20 drops of NaOH solution, which is more than that of solution Y and solution Z. So the solution X is the best buffer in the given solutions.
