Explanation / Answer

D.18-22

Whenever the range is given one should go for mean/median.

So for spheno-occcipital synchondrosis range is 19-25 so median is somewhere around 22.

For clavicle medial epiphysis fusion starts from 17 onwards and median (which is around 24 as from above chart) is also very far from lower value 18 of our answer range. So it is very likely that even by age 22 clavicle medial epiphysis remains completely unused.

And whenever we are estimating age of decedent it's better to remain in narrow and correct range as much as possible.

So even though theoretically option C.less than 24 - can also be answer but it would be too vague.

Option A and B are not correlated with clavicle medial epiphysis completely unfused.

So single best answer is D.
