Don't understand what this question is asking me. Could someone please rewrite this question or explain what it's asking me to find to make it more understandable?

I don't understand the whole "characterization of the purposes behind the various provisions..." part, it seems confusing to me.

Convincing : The process of making something unacceptable thing as acceptable thing.
Purposes: reasons
Don't pronounce as " charecterization of the purpose" because "al-Zara's charecterization" is a single word and purpose is seperate word.

In this case al-Zara did something against Islamic penal Law. But she did that in convincing manner for a purpose. She used her intelligence. So finally what you find about al-Zara's charecter.
