Explanation / Answer
The enforcement and oversight when concerned with ethical conduct fall under the HR department and therefore, the HR managers should be responsible for implementing and governing the ethical standard and values of a company.
Even within the HR department, there should be a specialized department that has absolute control over the enforcement of ethics in their daily dealings. This not only allows the company to work for the cause more efficiently, it reduces the confusion when the need for power arises and different departments need not be concerned with the enforcement of ethics and policies that govern them.
Sometimes when people voice their opinions or any complaints regarding ethical misconduct, they are either dismissed on false pretences, lack of evidence and data or, are made to stay silent so that the company can protect its reputation and standing in the market. This has caused the system to come to a state of failure because nobody dares to voice their complaints to the department head, thinking that they'll have to face the consequences later on.
No one person has the right to decide what is right or wrong and ethically, it is the need of this system to have a consensus where the company creates the policies and rules and regulations over which the company then enforces control. This will allow the company to be sure that the departments follow the policies that are created for the entire company and that there is no monopoly over the oversight of such an important area of business. This also prevents unfair practices that could be caused if any one person is let to have all the power over the decision-making process of the company.
