During the disciplinary meetings, Bobby's parents admitted they had known about his anger problem for about a year, but that Bobby had gone untreated. Peter can complain against Don to authorities regarding the loud noise and subsequent disturbance that he faced as a result of it. He was a therapist and his sessions were getting disrupted because of this. The same could be a reason to escalate the matter to take an action against him.
