Critical period hypothesis states that ability to acquire language depends upon biological age of a person. Genie learned language quickly, she matsered some concepts of grammar. Her vocb was groqing rapidly. It was said that she had developed cognitive abillities. Hence though she astarted learning language late, she grasped at good pace.

Yes, learning a language does involve words and thereby vocab. Many new foreign language learners, even adults are not able to understand all grammar rules, hence they know vocab they can construct sentences but in that case they foret syntax, or tense etc. Same must have happened with Genie.
