Language is one of the most important elements of human beings that differentiate is from other animals. Language requires thinking which propels language. If we look at animals they act on Instinct and not predetermined way this they are unpredictable. Sign language is like training a dog to do certain things with particular cues. It's like training a parrot to speak by conditioning them to certain stimuli. Whenever they are presented with that stimulus, they will elicit the respond through a noise or sign language which only the trainer can understand. They won't be able to use those signs in the absence of the stimulus thus making their language dependent and not independent. We don't know whether the response was involuntary.
