I don’t agree with this theory; as the crime rate in a mall area of the city should not be the highest as a convict who is going to be witnessed by many in a mall will not commit a crime. Based on data it is established that for example, the number of break-ins in winter is more than in summer as during winter fewer people are outside their homes; so the chances of the convict being caught are less.
