This is right tailed test and we will use T distribution

Degree of freedom = 400-1 = 39

For Critical , either use the t table or the Excel function

T.INV(0.95,399)

= 1.6487 ( rounded to four decimal places)

Options are not there and I think these are wrong options, critical values can never be so large.
