They ask you to determine the volume of water needed to perform the cooling.
They provide total pavement area =200,000m^2
thickness = 0.0254m
specific heat of tarmac = 0.92 kJ/kg-k
density of tarmac = 2110 kg/m^3
Temperature of tarmac = 120 deg C.

You also know from experience the ambient temp of cooling water, its specific hear and density.
