Margin of error = Critical test statistic * Standard error of proportion
Critical test statistic for 99% confidence interval = 2.575
Standard error of proportion = sqrt [p* (1-p)/N] where p is the estimated proportion. For maximum estimate we will use p = 0.5
0.04 = 2.575 * sqrt [0.5 * 0.5/N]
0.04 = 2.575 * 0.5 * sqrt(1/n)
sqrt(n) = 32.1875
