The project manager should have a look at the proposal, atleast for the stake holder's sake, try out the option. While scoping you don't have a fair idea of how the new software package will work out; but at this stage, one should have some idea of the utility of the software and be in a better psoition to understand the nuances of the software and its compatibility with the project.
