I don't know the first answer, but I am givingan answer to the second based on its juxtaposition to thefirst. I think the beta blockers end up relaxing the bloodvessels. Now, the alveoli of the lungs( those are small air sacs atthe ends of the bronchi) are full of blood vessels. Therefore, if someone has asthma, giving them drugs which relaxesblood vessels and allows them to expand would not be a good ideabecause it would further constrict the airways of thelungs.
