What is the relationship of frequency with transformers-- step up and step down? I think I understand if it's increased it'll lose efficiency, but what happens if it is decreased to 0 Hz?

The transformer works on the principle of magnetic field induction.
The varying current in one circuit creates a varying magnetic field hence a varying flux through the other coil. This induces a varying voltage in the second coil. If the frequency is itself 0 Hz, there is no variation at all. So no voltage will be produced on the second coil.
