Explain how you would carry out a completely randomized experiment for the study. Describe on experimental design that would improve the design in (a) by incorporating blocking. Can the experimental design in (b) be carried out in a double blind manner? Explain.

In this study the blocks are taken as the three treatments are satisfactory working or not.

Yes. The double blind study is an experimental procedure in which neither the subjects of the experiments nor the persons administering the experiment know the critical aspects of the experiment.
