In this scenario, undercoverage source is the most concerning. First let'sunderstand what undercoverage is, when some members of your population aren’t represented in a sample. In this scenario the senator uses the generating computer, and that is why, only people registered in the list can be contacted, in other hand people who only use mobile phones, have unlisted numbers, or maybe they don't have a phone, those people can't be in the sample.

The poll can be an underestimate of percentage of people who are concern about internet privacy, because according with the previous answer, the senator does not know about the asnwers of people who only use mobile phones, or have unlisted numbers, those people probably fell stronger about internet privacy, but they are not registered to know. If they were in the sample, probably would have changed the results, having a greater percentage of people concerned about internet privacy
