P (roll a four) = n(x)/n(s) = 1/6

A random number generator is generating a random number from a set of numbers each having an equal probability of outcome. Example if we roll a fair die, there is an equal probability of getting any of the 6 numbers on the dice throws. Therefore there is an equal probability of getting either a 1,2,3,4,5 or a 6.

The example above is a random number generator.

On the other hand, a weighted random number generator is a tool or a function which generates an output variable with unequal probabilities. Example could be that of an unfair die where the probability of occurence of faces 1 and 2 could be double to the probability of occurences of rest of the faces.
