For using normal distribution to approximate the binomials, check Success/Failure condition: np=16*0.83=13.28>=10 and nq=16*0.17=2.72<10, where n is the number of trials and p is the probability of success, and q, the probability of failures. Since, nq is not atleast 10, normal distribution to approximate binomial cannot be done.
