since it is negative, it means they are inversely correlated.
(b)
I think this is the situation of traffic jam being discussed here.
so if these observations are collected by individual, it will come out to be correlated but
1) some individuals may drive very fast and their hours lost will be low while fuel wasted will be high
2) some people drive really slow which again wastes fuel and hours both
3) while most people will wait and drive at normal speed to have good correlation between these 2 variables
if these numbers are averaged for multiple observations, it will average out these different tendencies and varition will seem to be less.
