The number of registered voters in different districts may vary.
liek some district can have say 2000 voters while other can have 500000.
Mode uses only highest repeating value while median uses middle value in sorted list.
So using median or mode is not the right choice.
Mean will be better choice for average number of voters.


Now i will select "the data have measurable values with outliers"
because when calculating mean, we add all the values including outliers.
