b) the time when rocket reaches maximum height is
t = -227 / 2(-16)

maximum height is
y = -16(7.094)^2 + 227 (7.094) + 91

c) plugging y = 713
713 = -16t^2 + 227 t + 91
t = 3.71 , 10.48 seconds
d) it will hit the ground
0 = -16t^2 + 227 t + 91
