Actually this can not exactly determined by the given information only but intuitively one can answer the question as follows,

a) The distribution is normal because sample is large enough so that the distirbution will tend to follow Normal distribution.

Hence the distribution may be normal.

b) The t procedure should be appropriate because we have to large sample (according to definition >30)with no outlier.   

Also, reason for no outlier is - the sample mean are farthest and std dev is almost same.
