Three pieces of plywood are held together by a couple of washers (one on each side of the plywood pieces) and a steel bolt 16 mm in diameter. The washers have an inner diameter of 20 mm and an outer diameter of 40 mm. If the stress between the washers and the plywood cannot exceed 7 MPa determine the maximum allowable axial stress on the bolt. (this looks like the picture, with 0 being the washers and - being the screw.)

I'm having trouble with this problem. I also don't know if the 7 mpa would be divided in two for each of the washers, or if where the area of the washers would even come to play. Clear answers are encouraged. Thank you.
