Question 1:

The government aided this trend (purchasing of houses by returning GIs) by providing low-interest mortgages through the Veterans Administration and the Federal Housing Administration, and interest payments on mortgages (but not rent) were made tax deductible. Property taxes in suburbs were much lower than in the city. Congress passed the Highway Revenue Act of 1956, which created the Highway Trust Fund. This legislation placed a tax on gasoline and earmarked the revenues to be used exclusively for building new roads. Ironically, the Highway Trust Fund perpetuates development. A new highway not only alleviates existing congestion, but also encourages development at farther locations, because time, not distance, is the limiting factor for commuters.

A very important part of sustainable city definition is the concept of the city as a system within a system. It is type of a web of social, economic, and ecological phenomena which is operating within a similar but larger regional, national, and global system. Sustainable cities should work to reduce urban sprawl and traffic congestion by increasing the density of jobs, housing, and amenities. Community should work with industry in its sustainability efforts like use of waste heat from sewer trunk line to provide heat for the company's major assembly facilities, saving on the cost of both heating equipment and fuel.  The population and resources must work on pollution prevention and renewable resource & use, solid waste generated and recycled, residential water consumption, vehicle miles traveled and fuel consumption, and farm acreage. Elite personalities like the mayors & members of the city must prepare some agenda which can help to initiate projects to integrate environmental, economic, and social goals. Many grassroots citizens' groups and nonprofit institutions and universities can also help in community development which includes researchers and educator.
