1. Percentile represents the % of data that is less than or equal to that value. So,
39 percentile means 39% of the data is less than or equal to that value and 18 percentile means 18% of the data is less than or equal to that value. So,
Data set that will fall between 18th and 39th percentile = 39% - 21% = 18%
2. Lowest cutoff value for 2 standard deviation from the mean = 2.8 - 2(0.6) = 2.8 - 1.2 = 1.6
Since 1.5 is below that lowest cutoff value. it will not be in the range of usual values.
