In recent years in the small community where you live, two children have died of cancer, two others have had serious ongoing illnesses that are still undiagnosed and there have been several adults who have also contracted various forms of cancer. For many years your neighbors have complained amongst each other of a curious and sometimes foul smell that comes from their tap water, which is largely drawn from a nearby river. Last year, you along with several other residents wrote a letter to the local water commission to voice your concerns and they assured you that the water quality was fine. another neighbor talked with your state senator a few months ago, but when she called the senator's office recently, she was informed that the senator was still looking into the matter. You have decided to bring your concerns about the water quality to a scientist at a local university. the scientist agrees to do some initial tests but mentions that she currently has several projects going on and may not be able to devote much time beyond the initial tests. The scientist calls you a couple of weeks later and explains she took several water samples from the river near community. she identified elevated levels of a particular chemical that the environmental protection agency has described as a substance that is suspected of causing cancer. she explains that the EPA has indicated that the three parts per million or less of the chemical in drinking water is common and is considered to be safe and acceptable. also, according to the EPA the only known case of health problems stemming from this particular chemical had levels of more than 200 parts per million in the drinking water. the average from the river samples was 38 parts per million. the chemical she found in the river samples is commonly used in the production of photographic film. About 20 miles upstream from where she took her samples, there is a small factory near the river. the factory produces film that is used for medical and dental X-rays. 1. Some residents have argued that pollution from the factory is causing cancer in their community. Identify and explain strengths and weaknesses of this conclusion. 2. As a responsible citizen of this community, identify and explain responsible civic actions that you might take to engage the community in addressing this situation.
