Virus needs a genetic material and a protein coating . Genetic material is made up of nucleic acids and protein coating is called capsid.
The genetic material is optional , as it can be either DNA or RNA.

No, a virus that infects a plant cell will not have an envelope because viral envelope is made upuof lipid and proteins which can fuse only with animal cells membrane. Fusion helps in excision and release of viral particles.
But, a plant cell has a cell wall and due to structural differences viral envelope cannot fuse with cell wall. So, viral envelope will be of no use in infecting plant cells.
