While there will be variation from time to time, managers need to limit that variation to the extent possible in order to ensure that strategic objectives are met and plans are executed. Sometimes this means limiting staffing and not opening acute care beds, even if there is demand for the ED. As you might imagine, this can create tremendous friction between departments.
