The optimal risky and minimum variance portfolio is the one with the highest sharpe ratio. To do this, you would first need to find the expected return and the variance with various weights (50/50, 40/60, 70/30...) and then plug those numbers into the sharpe ratio. There aren't enough numbers given in the question for me to do the calculations.
