FST measures the probability of identical by decent or decrease in heterozygosity. FST=0 means both the population actually came from same ancestor population. So, the populations in California and North atlantic are not demographically independent.
Actin is a very conserved protein. It is unlikely that Actin will show significant amonut of change in course of generation. This kind of interpretation should be done based on more than one genes.
