Bob mailed in his offer before the Friday deadline and made sure that he followed every instruction of the auction. As it turns out, Bob had the highest bid! However, the town refused to sell the property to Bob. Bob sued the town. Based on the information in you text, will bob win or loose? Why?

At last, it is in the hands of the town whether it wants to accept the offer or not.

Therefore, Bob cannot sue the town as there is no contract in between town and Bob regarding the sale of lot.
