The first diagram is plot of in phase and quadrature components of the modulated signal with respect to time.
In phase and quadrature components of any particular signal are 90 degree phase shifted w.r.t. each other where the frequency remains constant. They are called orthogonal components.
The second diagram is a plot of quadrature component w.r.t. the in phase component.
From the first plot, we can observe that both the components have amplitudes varying between -0.7 to 0.7.
In the second plot, the vector diagram covers the area which varies from -0.7 - 0.7 in the in phase component direction and -0.7 - 0.7 in the quadrature component direction.
