since q1,q2 are +charegs
so when q3 lies in between the charegs, then force on q3 due to q1 and q2 will be in opposite direction, irrespective of weather q3 is -ve or +ve

Fa=|F1-F2|=2 N
in this case we are assuming q3 is right of q1 and q2 is right of q3
when we put q3 to he left of q1
then distance of q3 fromq1 will remain same
but it will increase in teh case of q2,so force F2n will decrease than F2
at this point both the forces are in same direction
so net force Fb=|F1+F2n|
comparing Fa and Fb
Fb will increase
