7. The SN7420 does not require a pull up resistor on its outputs. The reason is that pull up resistors are required on output only if its an open drain or open collector configuration, and the IC is neither of these.

8. The maximum pull up resistor value is chosen based on the input impedance of the device. The mentioned range of devices usually have an input impedance in the range 10K till 1M ohms. To prevent loading, it is usually desired to use a maximum of 1/10th of the above value i.e. a value of 10k ohms.

9. With 100K resistors, we can put 10 of them in parallel to achieve a value of 10K. If the value needs to be lesser, we can put more than 10 of them in parallel.
