from angular momentum conservation; I*w = I'*w' => (m*r^2/2)*w = [(m*r^2/2) + M*r^2] *w' =>(200*1.7^2/2)*0.15 = [(200*1.7^2/2) +40*1.7^2]*w' => w' = 0.107 rpm
